Repainting a countertop.

I have places where the paint is wearing off on my painted countertop. If I choose to repaint do I sand first to remove the water resistant sealer before painting? Picture shows the place where paint is wearing off. I’m sure I didn’t do something correct the first time. I would like to repaint them bone with a design.
